Community Impact Statement

This form is provided by the North Runway Technical Group (NRTG) to help residents of East Meath and North Fingal document their experience of aircraft noise from Dublin Airport’s North Runway. Completed statements will be submitted as annexes to formal complaints before the Aarhus Convention Compliance Committee, the European Commission, and the European Parliament Petitions Committee.

Context for Your Statement

You may find it helpful to know the following when completing your statement:

The 2007 planning permission for the North Runway was granted on the basis that aircraft would fly straight ahead to the west over reserved agricultural land. Noise insulation was installed along this planned route. When the runway opened, aircraft instead turned sharply north, overflying residential communities that were never consulted or assessed.

Fingal County Council issued a Warning Letter in September 2022 identifying nine categories of non-compliance with the planning permission, including the flight paths. Of those nine categories, Fingal has issued enforcement notices on two: night flights (July 2023) and the passenger cap (June 2025). Both enforcement actions were blocked. daa obtained a High Court stay on the night flight notice. The Government’s response to the passenger cap enforcement was to introduce the Dublin Airport (Passenger Capacity) Bill 2026, which would remove the cap permanently and prohibit any future cap. The flight path breach and the remaining five categories remain unenforced after more than three and a half years.

The Ombudsman has been investigating Fingal’s failure to enforce since April 2025 and has found Fingal’s responses unsatisfactory.
